Detailed requirements, procedures, and estimated time frames for Vehicle Registration and Driver Licensing services.

Vehicle Registration

Requirements

  • 1The vehicle

Procedures

  • 1Present the vehicle along with VRC to designated private vehicle testing station (PVTS) for vehicle examination and verification.
  • 2Present the VRC to the cashier and pay road use fee.
  • 3Roadworthiness sticker is issued upon a satisfactory result from vehicle inspection.
Note

N.B. Roadworthy certificate can be renewed one month to date of expiry. May include additional fee/delinquency may be charged where the previous renewal had not been effected except where there is evidence of layoff.

Requirements

OWNER:
  • 1The vehicle
  • 2Original customs entry documents
  • 3Vehicle inspection report from a designated PVTS
  • 4Two recent passport pictures of both old and new owners
  • 5Valid Ghana Card
AUTHORIZED AGENT:
  • 1(In addition to the above requirements documents)
  • 2Power of Attorney from the owner (Authorization letter)
  • 3Valid Ghana Card, of the authorized agent
  • 4Two passport size picture of the authorised agent
PERSONALISED NUMBER:
  • 1In addition to the above, submit an application letter stating:
  • 2Proposed personalized number not exceeding 6 characters
  • 3Vehicle Chassis Number
  • 4Current Registration Number
  • 5Vehicle Registration Certificate
  • 6Valid Ghana Card

Procedures

  • 1Present the vehicle together with the customs entry at PVTS for testing and obtain vehicle inspection report.
  • 2Present the vehicle together with customs documents to the Officials at the DVLA registration centre for authentication and release.
  • 3Present all documents to DVLA officials for inspection, verification of ownership and processing.
  • 4Present any other documents DVLA may require.
  • 5Obtain an invoice and pay the prescribed fees based on the cubic capacity/ tonnage of the vehicle.
MANUAL REGISTRATION
  • 1Complete Form A, VRC and all required forms. Affix photograph and sign appropriate places.
  • 2Return completed forms to DVLA for processing.
  • 3Obtain registration number, vehicle registration number plate(s), endorsed registration documents, VRC and roadworthy sticker.
ONLINE REGISTRATION
  • 1Proceed to capture biometric details.
  • 2Obtain certificate of title, vehicle registration smart card, vehicle registration number plate(s), VRC and roadworthy sticker.

Requirements

  • 1A signed application letter for transfer of ownership from present owner
  • 2The vehicle to be transferred
  • 3Vehicle documents
  • 4Physical presence of both present and new owner
  • 5Two (2) recent coloured passport size picture of both vendor and buyer
  • 6Valid National ID of both vendor and buyer

Procedures

  • 1Present the transfer letter to DVLA official for verification.
  • 2Present the vehicle to DVLA for physical inspection and authentication of ownership.
  • 3Present any other document DVLA may require in support of the request for transfer.
  • 4Obtain an invoice and pay the prescribed fee if transfer is approved.
MANUAL TRANSFER
  • 1Complete and sign Form C and all required forms, i.e. VRC, etc., affix pictures and present for processing.
  • 2Obtain endorsed vehicle documents, VRC, roadworthy sticker (irrespective of the status of the present roadworthiness validity).
ONLINE TRANSFER
  • 1Proceed to capture biometric details of new owner.
  • 2Obtain Certificate of Title, VRC, roadworthy sticker (irrespective of the status of the present roadworthiness validity).

Procedures

  • 1Present the application letter to DVLA official for verification.
  • 2DVLA authenticates validity and ownership.
  • 3DVLA conducts physical inspection and test drive vehicle to assess its suitability for intended purpose.
  • 4Obtain an invoice and pay the prescribed fee.
  • 5Return the current vehicle registration number plates to DVLA.
  • 6Obtain new vehicle registration number plates, vehicle amended documents, VRC and a roadworthy sticker.

Requirements

  • 1An Application for physical conversion containing the following information:
  • 2i. Request from Customs if right-hand steering
  • 3ii. Name and address of vehicle owner
  • 4iii. Chassis number
  • 5iv. Registration number of the vehicle
  • 6Valid Ghana Card
  • 7The vehicle

Procedures

  • 1Present the application letter to DVLA official for verification.
  • 2DVLA authenticates validity and ownership.
  • 3DVLA conducts physical inspection and test drive the vehicle to assess its suitability for intended purpose.

Requirements

  • 3Presence of Both drivers

Procedures

  • 1Present Police request Letter to DVLA.
  • 2Obtain invoice and pay prescribed accident examination fee
  • 3Complete all required forms
  • 4Both drivers are tested and examined / Suspect driver undergoes eye screening
  • 5DVLA official examines and test vehicle
  • 6DVLA issues Accident Report to the Police (Case Officer)

Requirements

  • 1Written application for lay-off
  • 2Valid VRC
  • 3Valid Roadworthy Certificate (if any)

Procedures

  • 1Present the application with required documents to DVLA official.
  • 2Complete a lay-off application form.
  • 3Obtain an invoice and pay prescribed fee.
  • 4DVLA processes and approves application for lay-off.
  • 5Obtain a Vehicle Lay-off Certificate.
  • 6The current VRC and roadworthy sticker cancelled.

Procedures

  • 1Present the Lay-off Certificate to DVLA.
  • 2DVLA conducts physical inspection on vehicle and authenticates ownership.
  • 3Obtain an invoice and pay the prescribed fee.
  • 4Obtain new VRC.
  • 5Present the vehicle and validated VRC to a designated PVTS for testing.
  • 6Obtain an invoice for payment for roadworthy certificate.
  • 7Roadworthy sticker is issued upon satisfactory result from vehicle testing.

Procedures

  • 1Present the vehicle & valid Vehicle Registration Certificate (VRC) documents to DVLA for inspection and identity checks.

  • 3Obtain an invoice and pay the prescribed fee if approved.
  • 4Complete relevant form.
  • 5Obtain IVP.

Requirements

Procedures

  • 1DVLA verifies and validates request, reviews required documents.
  • 2Reviews Authorization Letter of a company.
  • 3Obtain an invoice and pay prescribed fee.
  • 4Obtain certified true copies of documents.

Procedures

  • 1Present application to DVLA.
  • 2DVLA conducts physical inspection and verifies ownership.

  • 4Collect certified and amended vehicle documents, VRC and roadworthy sticker.

Requirements

  • 1Letter indicating disposal of vehicle from entity/organization
  • 2Copy of list of all actioned vehicles
  • 3Payment receipt of auctioned vehicles from entity/organization
  • 4Transfer letter written by entity/organization
  • 5From outstations, authenticated copies of vehicle documents together with letter from entity/organization to Director VIR for approval
  • 6An officer may request for declaration from court or for additional information when in doubt**

Procedures

  • 1Present the vehicle together with approval requirements.
  • 2DVLA inspects vehicle.
  • 3Verification of records in register.
  • 4Director VIR or authorized officer gives approval for registration.

  • 6Completion of prescribed forms.
  • 7Obtain new registration number.

Procedures

  • 1Motor Traders/Dealers/Fleet Owners are required to present the following requirement to the licensing Authority for issuance.
  • 2Submit application letter to DVLA official for verification.
  • 3Present Business Registration Certificate for authentication.
  • 4Provide Current Tax Clearance Certificate.
  • 5Submit business location and contact details.
  • 6Provide passport picture and identification of owner.
  • 7Present renewal of Business Registration where applicable.
  • 8Obtain invoice and pay prescribed fee.
  • 9Obtain Trade Plates (DV Plates).

Note: Trade plates are not to be used perpetually on the same vehicle

Driver Licensing

Requirements

  • 1Valid Ghana Card

  • 3Ability to read English language; or understand any of the following Ghanaian languages: Dagbani, Ewe, Ga, Hausa, Nzema and Twi
  • 4Ability to use a computer mouse or a touchscreen to select response

Procedures

  • 1Submit valid Ghana Card

  • 6Capture biometric information.
  • 7Obtain Evidence of Learner Driver's Permit, L-Plate, Syllabus and Highway Code.

Procedures

  • 6Issue Temporary Driver's Licence and P-Plate.
  • 7Issue actual licence on scheduled date.

Requirements

  • 1Current licence which has been obtained for the past two or four years

  • 3Completed online application and obtained invoice (www.online.dvla.gov.gh)
  • 4Eye Test

Procedures

  • 1Submit Licence for verification.
  • 2Effect payment for Renewal.
  • 3Undergo eye test and obtain results.
  • 4Receive renewal sticker on Driver's Licence.

Requirements

  • 1Physical presence applicant
  • 2Valid temporary or actual Driver's Licence
  • 3Two (2) recent passport size pictures

Procedures

  • 1Complete application form and generate invoice online.
  • 2Make payment of fees and obtain receipt.
  • 3Submit temporary or actual Driver's Licence for authentication/verification.
  • 4Undergo road signs and marking test where necessary.
  • 5Process and issue International Driver's Permit (Permit is valid for 1 year from the date of issue).

Requirements

  • 1Original and copy of a valid foreign Driver's Licence.
  • 2Resident permit to live in Ghana (at least one year stay if a foreign national)
  • 3Non Citizenship ID (foreign nationals only)
  • 4Introduction letter from sponsor/employer if foreign national
  • 5Authentication letter/driving records from issuing Authority, Embassy or High Commission
  • 6Present a translation of all documents in any other language other than English into English. Translation must come from the Ghana Institute of languages, the Consulate of the licence holder, any state University or Alliance Française d'Accra.

Procedures

  • 1Make payment of the prescribed fee and obtain receipt.
  • 2Undergo Road Signs and Road Markings Test (where necessary).
  • 3Obtain temporary licence or actual licence (Instant Service).
  • 4Obtain actual on scheduled date.

Requirements

  • 1Valid Ghanaian Driver's Licence held for not less than two years
  • 2Completed application form and online invoice

Procedures

  • 1Make payment for the service.
  • 2Submit receipt and relevant documents for verification.
  • 3Obtain appointment for Theory Driving Test and take the test on the scheduled date.
  • 4If successful from the Theory Test, obtain appointment for In-traffic test and take the test on the scheduled date.
  • 5Collect a temporary Driver's Licence, note the date for collection of the actual driver's licence and collect on the due date.

  • 5Collect Temporary Driver's Licence and note the actual licence collection.
  • 6Collect licence of due date.
