Mr Julius Neequaye Kotey

Meet Our CE : Mr Julius Neequaye Kotey

Mr. Julius Neequaye Kotey was born on May 29, 1987, in Accra. He is a highly accomplished professional with an impressive academic background in leadership, governance, and public administration. His strong educational foundation has equipped him with the knowledge and skills needed to lead transformational change.

He brings a wealth of experience in public administration, compliance, public policy and management. He has built a solid career in policy enforcement, customer service and stakeholder engagement. He worked with the Social Security and National Insurance Trust (SSNIT) as a Compliance Officer. He also worked with the Driver and Vehicle Licensing Authority (DVLA) between 2013 and 2016.

His educational background includes Master of Arts, Leadership and Governance; Master of Science, Public Policy and Management; and Master of Arts, Sociology of Peace and Security. He also holds a Bachelor of Arts in Psychology and Sociology as well as Single Subject Diploma in Business Management.

With his deep understanding of regulatory enforcement, compliance monitoring and public service operations, he is well-positioned to drive impactful reforms at DVLA. He is also a dynamic and results-driven leader who believes in collaborative teamwork, strategic planning and innovation.

Our History

The Authority is established by an Act of Parliament, (The Driver and Vehicle Licensing Authority Act, 1999 (Act 569), (the "DVLA Act"), with the object of promoting good driving standards in the country and ensuring the use of roadworthy vehicles on roads and other public places. The Authority was originally called Vehicle, Examination and Licensing Division of the Ministry of Roads and Transport. The DVLA's functions have been further boosted by the passage of the Road Traffic Act, 2004 (Act 683).

The DVLA has a governing board and a management body with thirty-eight (38) operational offices across the country and a Prestige Centre at the Head Office in Accra.
