DVLA HOLDS STRATEGIC REVIEW CONFERENCE IN ACCRA

The 2018 Strategic Review Conference of the Driver and Vehicle Licensing Authority (DVLA) is underway at its Head office, Accra. It is being held under the theme ‘Continuity of Excellent Service Delivery: For Growth, Safety and Security’.

The Session which is being attended by Management, Regional and District heads and some third-party representatives, mostly drawn from private vehicle test stations and Ghana Drive, is to review its past performance and streamline its strategic plan for the coming year.

Opening it, Prof. Stephen Addei, a former Rector of the Ghana Institute of Management and Public Administration (GIMPA) commended the Board, Management and Staff of the Authority for the innovation which has become a reference point for transformation in the public sector in the country.

He said, compared to the past where DVLA was associated with corruption and delay in service delivery, same cannot be said now because of the reforms that allow applicants to  acquire their driver’s licence in 30 minutes for those who apply for prestige service, two weeks for premium service and a month for those who apply for regular service.

He urged the Staff to continue with the good works in order to delight their customers.

The Chief Executive, Mr. Kwasi Agyeman Busia, said the Authority has initiated a number of projects, including the introduction of smart driver’s licence and the commissioning of a prestige and premium centres, among others.

He also mentioned the translation of the Computer-Based Test (CBT) programme into some local languages namely; Ewe, Twi, Hausa, Dagbani, Ga. This, he said, would enable clients who could not communicate in English undertake theoretical examination of the Authority in their local language.

Mr. Busia also indicated that the Authority will soon roll out an electronic system that will enable clients complete their vehicle registration process within an hour. When that is successful, Ghana would be the first country in Africa, if not the world, to register vehicles within an hour.

He explained that the electronic vehicle registration system is aimed at transforming the way vehicles are registered in the country.

The Chief Executive said the Authority has been able to reduce the backlog of driver licence by over 83 per cent within the year, noting that currently, there are less than 150.000 old licence to be replaced, which is a downward trend from 90.000 backlog months ago.

In a speech read on his behalf, the Minister of Transport, Mr. Kweku Ofori Asiamah, lauded DVLA for the transformation.

He however expressed worry about the spate of accidents on the roads with at least six people losing their lives daily.

‘In a couple of years, Ghana has had its share of road accidents and their accompanied casualties’, saying, if the situation is not checked, it could derail the country’s developmental effort.

The minister called on stakeholders to fashion out a lasting solution to ensure that there is sanity on the roads.

For his part, the Board Chairman, Mr. Frank Davies, in a speech read for him, said the role of the organisation cannot be over emphasized. He said little did it occur to many that clients could acquire their licence within 30 minutes, two weeks and one month depending on the services requested for.

The Director of Planning, Monitoring and Evaluation, Mrs. Mabel Sagoe, in a welcome statement, lauded the Chief Executive for his leadership and tireless effort at ensuring the deployment of Information, Communication and Technology (ICT) that has enhanced the Authority’s service delivery.

That, no wonder, she said, has culminated in the different awards that have been received by the Authority through the good leadership of the Chief Executive, who himself,  has received recognition as the Information Technology (IT) Man of the Year at the 2018 edition of the Ghana IT  and Telecom awards ceremony in June this year.
